Paul joined SDCMS after five and a half years with the California Medical Association (CMA), where he served in the roles of lobbyist, vice president of political and external affairs, and vice president of membership, marketing, and communications. During his tenure, CMA reversed a 20-year trend of declining membership, posting a 15% membership growth and the largest total membership in the history of the association.
In 2014, Paul took on the role of CMA’s internal campaign manager for the No on Prop 46 campaign, organizing activity to protect the Medical Injury Compensation Reform Act (MICRA) from an initiative campaign championed by trial attorneys. Paul served as a conduit between CMA and the vast coalition brought together for this effort. He coordinated a massive endeavor engaging the staffing resources of CMA, component medical societies, and physician leaders to develop the largest and most effective grassroots operation among physicians in the history of California. The result of the physician-driven effort was a sound defeat of the initiative on Election Day.
The communications department at CMA produces original content for 41,000 members across a myriad of disciplines. Communication distributed includes a bi-weekly newsletter, specialized newsletters, press releases and news stories. Under Paul’s direction, CMA developed a dynamic website that is updated daily, a social media presence to communicate with members and the public, and custom designed and printed materials distributed regularly. CMA's communications department is also responsible for providing assistance to the rest of the association in the production and development of materials needed, including copy editing, design, and presentation, as well as the selling of advertising to capitalize on these services.
Paul also oversaw the growth of the external communications and media relations program at CMA. Under his management, physician members responded in annual surveys acknowledging that issues important to their practice and patients were increasingly being tracked in the media.
CMA's membership department consists of a member center that assists callers to CMA, either directly or by coordinating with the relevant department within the organization. Staff tracks and reports monthly / quarterly / annually on contacts received.
In addition to managing these activities, Paul served directly as the marketing director and data analyst, working with a team developing materials used for retention and recruitment of members. Duties included custom analysis of membership demographics, an annual membership survey, and programs designed to take advantage of the results.
Prior to joining CMA, Paul worked extensively on a number of political campaigns, consulting directly and through independent expenditures for elections at the local level, legislative, congressional, and statewide. He previously served as chief of staff to Assemblyman Van Tran and in various roles for Congressman Sam Graves (Missouri) and California legislators Tony Strickland, Shirley Horton, and Mark Wyland.
Originally from Brooklyn, New York, Paul grew up in Sacramento, California. He received his MBA from the University of Southern California where he graduated with honors. He holds a bachelors of arts in government from California State University, Sacramento.

Sue joins SDCMS from UC San Diego School of Medicine. Sue was the events coordinator in the Office of Student Affairs overseeing orientation week, Match Day, and commencement. She has worked with hundreds of medical students as advisor for student interest groups and organizations: The Human Condition magazine, dedicated to prose, poetry, artwork, and photography by medical students and faculty; student council government, and health and wellness programs.
