Deal to Eliminate Healthy Families Will Disrupt Care for Nearly 1 Million California Children
Governor Brown announced on June 28 that he had reached an agreement with legislators to eliminate the Healthy Families program and shift 900,000 low-income children and teenagers to the Medi-Cal program. The agreement calls for the program to be phased out during 2013. CMA believes the move will have an enormously negative impact on those who rely on the Healthy Families program for healthcare coverage, resulting in mass confusion for families and disruption in care for children. Click here to read more.

State Submits Dual Eligible Plan for Federal Approval
Two years ago, the Legislature gave the Department of Health Care Services (DHCS) the authority to do four “pilot projects” to redesign care for Medicare/Medi-Cal dual eligibles. DHCS recently submitted its demonstration proposal to CMS for approval. CMA believes that this can no longer be called a “pilot project” or a “demonstration project” because it includes too much of the target population. CMA will be submitting comments to CMS, urging the federal agency to deny the state’s proposal. For more information, including patient letters and posters for physicians in the affected counties, see CMA’s dual elgible resource page (materials available in English, Chinese, Korean, Russian, Spanish, and Vietnamese). MedPAC Recommends Medicare FFS Benefit Changes
The Medicare Payment Advisory Commission (MedPAC) is recommending significant changes to Medicare's fee-for-service benefit design, including creating incentives for patients to make better healthcare decisions and protect beneficiaries against high out-of-pocket costs. The recommendations come as part of the commission's annual Medicare report, released on June 15. Click here to read more.

"Dear Madam, I have been shown in the files of the War Department a statement of the Adjutant General of Massachusetts, that you are the mother of five sons who have died gloriously on the field of battle. I feel how weak and fruitless must be any words of mine which should attempt to beguile you from the grief of a loss so overwhelming. But I cannot refrain from tendering to you the consolation that may be found in the thanks of the Republic they died to save. I pray that our Heavenly Father may assuage the anguish of your bereavement, and leave you only the cherished memory of the loved and lost, and the solemn pride that must be yours, to have laid so costly a sacrifice upon the altar of Freedom. Yours, very sincerely and respectfully."
— Abraham Lincoln (1809–1865)
